GENEVA: This Christmas, IMF general secretary Marcello Malentacchi sends seasons greetings from the maquiladoras of Tijuana - where, in one of the richest regions of Mexico, workers, with their weekly wages of about US$50, have difficulty to survive. Living and working conditions are hard; environmental hazards abound. But it's worse farther south, and naturally the transnational companies in the maquilas know that... and also, of course, that there are no trade unions.
