RUSSIA: Addressing the more than 800 delegates of the FNPR congress, president Vladimir Putin noted that the new code's approval had been delayed despite approval from international organisations. According to the news agency Reuters, the code, passed in first reading in July, aims to fill gaps in 1960s-era legislation that does not recognise private employment. That leaves 80 percent of the workforce operating outside the legal framework.
The labour code will be discussed in the Russian parliament in December, and a final vote on it will probably take place in March next year.
