Being cautious with TNC councils

GLOBAL: With industrial production today dominated by transnational companies, Marcello Malentacchi, IMF general secretary, discusses in his latest opinion column not only the importance of maintaining a counterbalance to the increasing power of transnational companies but suggests how it should be done.
Already in the 1960s, the International Metalworkers' Federation had established its first World Company Councils (WCCs), for the automobile industry, the goal being to strengthen links between workers in the same company all over the world.
Today, the IMF has over 30 such trade union forums in various sectors of the metal industry. In additon, it has developed and adopted a model Code of Conduct for TNCs -- a global agreement for implemention of internationally-recognised labour rights in a TNC's own operations.
And now that the Code, or instrument, is there, Malentacchi suggests what should be done with it and how.
