In this issue of the ICEM HIV/AIDS newsletter, we report, among other items, on the HIV/AIDS activities planned by ICEM affiliates in sub-Saharan African countries and on HIV/AIDS projects sponsored by the British Trades Union Congress.

News from Affiliates 
 
National HIV/AIDS activities by ICEM affiliates in sub-Saharan Africa in 2009 are off to a good start. During the first quarter of the year, national coordinators in participating countries submitted proposals for national activities that are supported with small subsidies from the HIV/AIDS project sponsored by the Swedish LO/TCO Secretariat and the Dutch FNV Mondiaal. Below is a description of national HIV/AIDS activities planned in 2009. 
 
In Nigeria, ICEM affiliates NUPENG and PENGASSAN will continue their successful campaign, which was started more than two years ago, to boost the uptake of voluntary and confidential counselling and testing in major worksites. The project is co-sponsored by the Humanity Fund of the ICEM’s Canadian affiliate, Communications, Energy, Paperworkers (CEP) Union. Increased attention will also be paid to women to know their status and to access information. 
 
The 18 ICEM affiliates in the Democratic Republic of Congo cooperate on an HIV/AIDS Committee. Focus this year is on the elaboration of a comprehensive HIV/AIDS proposal for third-party funding. VCT campaigns in specific companies are also planned and as a pilot project, a first campaign will be implemented in a large cement factory. 
 
ICEM affiliate Mineworkers’ Union of Zambia (MUZ) and the NUCIW in Zambia are building on their earlier training activities to organise workshops and meeting for rank-and-file members, and communities, to encourage access to VCT. A gender training workshop and the development of an HIV/AIDS manual are also on their programme. 
 
In Tanzania, TUICO and TAMICO have started preparations for a major VCT campaign sponsored by funds collected by the Women’s Department of the ICEM’s German affiliate, IGBCE. Two workshops have already been organised for the unions’ women committees and shop stewards to prepare for the campaign. In an encouraging development, some of the facilitators were unionists who had been trained as peer educators and VCT counsellors earlier. 
 
UMU of Sierra Leone has made good use of the seed money provided by the ICEM HIV/AIDS project. A large number of shop stewards and local union officials have been trained since UMU was included in the HIV/AIDS project in 2007. As HIV/AIDS does not discriminate between formal and informal workers, the informal workers, so-called grass-diggers, have also been included in the activities. 
 
In Ghana, the Ghana Mineworkers’ Union (GMWU) is focussing on new mines and mines not previously covered, and where awareness and uptake of VCT is low. It is therefore targeting the sites of Newmont and the Ghana Bauxite Company. A training course for women on the issues and challenges they face with respect to HIV/AIDS is also planned. 
 
Women are the target group for an extensive company-based programme in Côte d’Ivoire. The national coordinator who also organises HIV/AIDS activities in a number of Francophone West African countries, plans to work with women in nine companies organised by the three ICEM affiliates in the country. 
 
Affiliates in Botswana and Uganda are also planning training workshops and campaigns with emphasis on awareness about VCT and counselling. 
 
In 2009, Guinea is a new target country for the HIV/AIDS project (see HIV/AIDS e-bulletin 41, February 2009). During a visit earlier this year, the Coordinator for Francophone West Africa, Charlotte Nguessan, met with ICEM affiliates to assess the needs and help affiliates to set up an HIV/AIDS committee to coordinate the work. She also met with the National AIDS Commission, UNAIDS, and the ILO.

British TUC Launching HIV/AIDS Projects 
 
The UK’s Trades Union Congress (TUC) is launching a project designed to build workplace capacity to combat HIV/AIDS in Nigeria in partnership with the Nigeria Labour Congress (NLC). 
 
The project, which is funded by the Department for International Development (DFID) at a cost of £500,000 over three years, will contribute to a drop in the prevalence of HIV/AIDS, better protection of employment and human rights of workers infected with and affected by HIV and AIDS, and the elimination of discrimination against them in the education and health sectors. 
 
Collective bargaining with employers on effective enforcement of the National Workplace Policy on HIV/AIDS will be an integral part of the project. Emphasis will be on prevention and advocacy for voluntary and confidential counselling and testing by unionists trained by project activities. 
 
In Ghana, the TUC cooperates with the Timber and Woodworkers’ Union in a one-year project funded by the Bill Morris Testimonial Fund for HIV/AIDS in Africa. The project is aimed at the prevention of HIV infections through behaviour change, the improvement of the quality of life of workers affected by, or infected with, HIV and the facilitation of access to testing and counselling to ensure early diagnosis.

Global Fund Approves RCC Proposals 
 
The Global Fund Board has approved six proposals in Wave 5 of the Rolling Continuation Channel (RCC), representing costs of up to US$322 million over three years. Of the six proposals, two were for HIV. 
 
The RCC is a separate channel of funding set up to allow applicants with strong performing grants to apply for continuing funding for up to an additional six years beyond the original proposal term. Applications are by invitation only. The two HIV proposals which were approved were from Armenia and China.

AIDS: Lessons Learned and Myths Dispelled 
 
In an article in the online edition of Lancet (<a href="http://www.thelancet.com">www.thelancet.com</a>), the authors, among them the head of the Global Fund, Michel Kazatchkine, and former head of UNAIDS, Peter Piot, deal with several myths which have emerged recently with respect to HIV and AIDS. 
 
The call alarming the notion, especially worrying during the time of financial crisis, that too much money is spent on AIDS. The fact is that AIDS remains the leading cause of death in Africa and the sixth highest cause of mortality worldwide. The authors also dispel the myth that HIV prevention is not working and point out that in several countries prevention programmes are effective and that global prevention of mother to child transmission has led to a substantial decrease in the number of children born with HIV. 
 
They also dismiss the myth that one solution, or a so-called silver bullet, will comprehensively prevent HIV transmission and the misconception that heterosexual transmission of HIV is uncommon outside Africa. The authors further argue that investments in AIDS are not being made at the expense of health systems which are chronically under funded. The Global Fund and PEPFAR are now among the biggest investors in health system strengthening.

World Bank’s HIV/AIDS Efforts Failing 
 
World Bank programmes aimed at fighting HIV/AIDS, particularly in Africa, are less effective overall than programmes aimed at addressing other health and development issues, according to a report released by the organisation’s Independent Evaluation Group on 30 April. 
 
HIV/AIDS programmes in Africa had a 25% success rate, compared with 80% for all World Bank programmes, the report found. The report cited weak monitoring and infrastructure, poor implementation and overly complex programmes as reasons for the unsatisfactory results. Difficulties in coordinating collaboration with donors, NGOs, and government agencies contributed further to the poor results.

HIV/AIDS Funding in Times of Economic Crisis 
 
Life-saving drug treatment for up to 1.7 million people is under threat because of funding pressures triggered by the global financial crisis, according to an analysis released by the World Bank on 24 April. 
 
The report examined the effect of the economic crisis on 69 of the most impoverished countries worldwide and found that 15 are highly exposed to interruption of antiretroviral treatment because of decreases in domestic and foreign funding. As stopping treatment is a death sentence for HIV-positive people, cuts could be made in prevention programmes to be able to continue treatment. This will, however, lead to new surge in infections requiring an ever higher proportion for funding for treatment.

On 12 June, civil society across everywhere will mark World Day Against Child Labour, this year coming on the 10th anniversary of adoption of ILO Convention 182, the convention that condemns the worst forms of child labour. In step with this year’s International Labour Conference gender theme, the ILO will focus 12 June on the exploitation of young girls in child labour. 
 
The ILO estimates that 100 million girls are involved in child labour. The ICEM believes that the first and most important instrument toward decent work is education. A child and young adult’s education is the surest and securest way to escape poverty, and to grow as an adult into a decent and secure livelihood.

On this World Day Against Child Labour, the ICEM draws attention to our trade union affiliate at the Firestone Rubber Plantation in Liberia, a union that still must carry the fight to leave behind the scars of child labour. Despite a new collective agreement, Firestone has not implemented parts of it, including reductions on quotas for rubber tapping. It was these quotas that demanded children be used in order to fulfil production. 
 
The ICEM calls attention to the rescue of 37 children in New Delhi, India, last week, who were restrained and bonded while performing needle-stitch work. For every such rescue, there are scores more illegal worksites that cheat and exploit children. The ICEM also makes note of a report from an NGO in Uzbekistan that the use of child labour in cotton fields is growing and becoming an even bigger menace. In Thailand, we know, it is common to abuse Lao and Burmese children while at work in sweatshops. 
 
There are countless stories that certify child labour as the number one obstacle to decent work. The ICEM encourages everyone to acknowledge 12 June, but also to use it as the day to make a year-long commitment to expose and eradicate all forms of child labour.

The International Metalworkers’ Federation (IMF) held a changing-of-the-guard Congress in Gothenburg, Sweden, on 24 – 27 May. 
 
The Congress unanimously elected Jyrki Raina as the new General Secretary of the Global Union Federation. Raina replaces Marcello Malentacchi, who retired after 20 years as General Secretary. 
 
The IMF Congress adopted a new Action Programme for the period 2009-2013. The policy agenda spells out the main themes of the programme, and Raina emphasized them … building “strong national trade unions, organize the unorganized, invest in union-building, education and training, strengthen collective bargaining, defend trade union rights, improve women’s representation, and bring about sustainable development and decent work.”

Raina has served as General Secretary of Nordic-In since 2006. He is a native of Finland, and worked for the Finnish Chemical Workers’ Union, Kemianliitto, the ICEF and ICEM, before leading Nordic-In. 
 
Raina also emphasized the importance of increasing international cooperation of the labour movement worldwide, so as to more effectively campaign on issues such as the financial and economic crisis, climate change, and sustainable jobs. 
 
Another significant action taken at IMF’s Congress was the Executive Committee’s endorsement of the Declaration of Intent, signed in March by other Global Union Federations. This document signifies a further step to an eventual unified global union structure for industry and manufacturing. 
 
The IMF Congress also conducted elections for other positions. Berthold Huber, Germany’s IG Metall President, was elected IMF President; Thomas R. Buffenbarger, President of the International Association of Machinists (IAM) was elected IMF Vice President; and Hiroshi Kamada of Japan and Fernando Lopes of Brazil were elected as IMF Assistant General Secretaries.

IMF Congress Welcomes New General Secretary

Canada’s Paper and Forest Workers’ Federation (FTPF) of Quebec’s Confederation of National Unions in Canada (CSN) held its 58th Congress last week in Quebec City under the banner of “More than Ever, We Continue Our Action.” ICEM affiliated FTPF-CSN is part of the Quebec-based CSN labour umbrella organisation representing 300,000 workers from 1,700 trade unions in 4,394 workplaces. 
 
Following the opening of the triennial Congress, the President of FTPF-CSN, Sylvain Parent, presented the report of the executive committee before an address by the President of CSN, Claudette Carbonneau. 
 
The ICEM’s Kemal Özkan delivered a speech at the Congress, which ran from 8-12 June, and presented the Global Union Federation’s work plan for the pulp and paper sector, as well as union actions of late. Some 200 delegates attended the Congress.

FTPF-CSN, which last year celebrated its 100th anniversary, rallied its members to have a forward-looking vision for the timber, pulp, and paper industries of Quebec. According to the 13,000-member union, since the onset of Canada’s forest crisis in 2003, plant closures have taken place “at a rate of hell.” 
 
Over 15,000 workers, including 3,200 FTPF members, have lost their jobs. It is estimated that out of 250 communities dependent on the forestry sector, 31 were severely strained by the job loss. Several experts spoke on new products derived from forestlands, as well as on environmental issues and an overall global portrait of the sector and in Canada. 
 
On 10 June, the future of Quebec’s forestry industry was discussed through different panels. 
 
FTPF has 185 local branch unions, and is structured around three sectors: forestry (sawmills, golf clubs, and transportation), pulp and paper (25 unions), and wood processing (doors, windows, counters, furniture, woodworking, and printing. According to union officials, 3,500 members are in the pulp and paper sector. 
 
Its umbrella federation, the CSN, covers nine national sectors, including commerce, white-collar workers, health and social services, metal, pulp/paper/forestry, communications, education, public services, and construction.

Quebecois Paperworkers Hold 58th Congress in Canada

Including Report VI at the ILO’s 98th session, International Labour Conference, the ILO Gender Equality Committee finished its work on 10 June with conclusions on the global economic crisis, gender and decent work, export processing zones, occupational safety and health, unequal pay, maternity protection, and social dialogue. In spite of the fact that women are often achieving better results in education than men, the gender pay gap still exists. Women are disproportionately present in low-paying jobs with poor working conditions. Gender-based violence is rampant, and HIV/AIDS affect more women, and the poor in particular. 
 
Men have a role to play in gender equality. In some countries men are taking parental leave. This leads to a change in mentalities and stereotypes. Awareness of paternity as a social value is now taking hold. 
 
Globalization has often created jobs for women that have low pay, little or no access to social security, no access to benefits of collective bargaining, and or to protection of workers’ rights. Rather, efforts must continue to ensure that gender equality is at the heart of decent work. This is a central tenet at this year’s ILO Conference.

The current financial crisis should not be used to undermine women’s rights and achievements. The Global Employment Agenda has to be monitored to promote gender equality as a core element. 
 
Occupational safety and health once only focused on dangerous jobs done by men, but more work must be done on work-related hazards and how they affect women and men differently. Reproductive health is equally an issue that affects both women and men. 
 
The conclusions at the ILO include wording to eliminate job segregation. That alone will be a large step to equal pay. Women can only fully participate in working life if they are assured of measures to provide for their children. The sharing of parental responsibilities is key to breaking down barriers. 
 
Social dialogue is an essential tool for achieving gender equality at work. But in order for it to effective, more women must be involved in it at all levels.

Gender Equity, Decent Work Linked at Current ILO Session

The ICEM has intervened in efforts to prevent harsh discipline this week against an Iraqi trade unionist, who is being persecuted for leading a protest in order to gain wage arrears for workers at the State Company for Petrochemical Industries (SCPI). (See previous story <a href="/en/78-ICEM-InBrief/3024-Iraqi-State-Petrochemical-Company-Uses-Military-to-Bust-Peaceful-Protest" type="internal">here</a>.) 
 
The ICEM learned over the weekend that Kareem Johi Sahan, a trade union leader for the Petrochemical Workers’ Union of Basra, is scheduled to be punished Thursday, 26 February, for his role in leading the 28 January workers’ protest. Following several weeks of interrogation of Johi and three other union leaders, Johi faces the possibility of immediate discharge, or reductions to his salary. 
 
The ICEM also has learned that the severe interrogations have inflicted Johi with heart problems.

SCPI is 100% owned by Iraq’s Ministry of Industry and Minerals. In a letter dated today to MIM Minister Fawzi al-Hariri, ICEM General Secretary Manfred Warda urged the ministry to intervene directly with management of the enterprise to prevent any form of discipline this week. (See that letter <a href="/sites/default/files/migration/icem/16%20letter%20to%20Petrochem%20Iraq%20-%2023%20Feb09.pdf" type="internal">here</a>.) 
 
Kareem Johi, 51, is a recognised trade union leader of the Petrochemical Workers’ Union of Basra at SCPI, who, since the end of 2006, has used internationally-recognised free speech and assembly to draw attention to remuneration claims, cuts in fuel subsidies to workers, and other regressive policies by SCPI management. 
 
SCPI is Iraq’s only petrochemicals complex, employing 5,000 workers, and its six plants produce ethylene, polyethylene, vinyl chloride, and other chemicals.

ICEM Seeks Halt to Discipline of Iraqi Trade Union Leader at Petrochemicals Complex

Last week, on 17 February, US-based International Paper Co. announced closure of its Inverurie mill following a 90-day consultation period with ICEM UK affiliate Unite the Union. The closure of the Aberdeenshire, Scotland, mill will happen at the end of March, and will cost 371 paperworkers their jobs. 
 
However, Unite and local politicians, during the mandatory consultation period, did find potential buyers for Britain’s last uncoated freesheet paper mill. But International Paper (IP) refused to even consider selling the mill. 
 
Unite Assistant General Secretary Tony Burke said it was IP’s intention all along to close the site and replace British paper production with paper made elsewhere.

That also is the position of a former owner of the mill, Thomas Tait, whose family began papermaking in the village of Inverurie in 1852. Tait, who sold the mill to another American paper company in 1987, told an Aberdeen newspaper late last week that IP received an offer from another paper manufacturer that could have saved the jobs, and perhaps even created more job opportunities. 
 
“I know they were not willing to sell to another paper-making operation which made an offer,” said Tait, who also told the Aberdeen Evening Express he had been involved three times in various plans to re-purchase the mill. “It was an absolutely straightforward ‘No,’ no discussion whatsoever.” Tait said the Inverurie example should be used for a change in British legislation, mandating a sale to occur when a buyer intends to produce the same or a similar product. 
 
Meanwhile, IP presented Unite and Scottish paperworkers with an inferior redundancy package, pay and benefits and job retraining that the union would not consider bringing to union members. Talks on that issue between Unite and IP will continue this week. 
 
“International Paper is one of the biggest paper-making companies in the world and can afford to pay decent severance terms given the loyalty and dedication of our members,” stated Burke.

International Paper Ends Consultation, Announces Closure to Scottish Inverurie Mill

South Africa’s National Union of Mineworkers (NUM) estimates that between 20,000 and 50,000 jobs will be lost in the country due to the world financial crisis. No mining sector has been spared, but perhaps worst hit is the platinum sector. 
 
In recent days, platinum mining house Lonmin announced 4,000 job cuts, 3,000 at its Western Platinum mine and 1,000 at the Eastern Platinum mine in Marikana. The mining house also plans to suspend operations at its Baobab shaft in Limpopo, causing untold job losses. 
 
These announcements were made by Lonmin CEO Ian Farmer, who claimed the redundancies had been agreed to with unions. But NUM spokesman Lesiba Seshoka countered that claim, saying it was false, accusing the company of bad planning in the run-up to the start of the crisis last September. 
 
In February, Anglo Platinum CEO Neville Nicolau hinted during a call related to the company’s financial results that 10,000 jobs would be cut because of the economic climate. Again, the NUM was critical, citing bad planning and the fact that corporate chieftains publicly proclaim job losses before even consulting with the union, which serves only to frighten miners.

“When platinum prices reached US$2,000 per ounce in May 2008, you could see the reckless spending perpetrated by management,” said NUM General Secretary Frans Baleni on a recent South African radio programme. “If true leadership prevailed, we could have prevented this bloodbath of job losses,” added Baleni. 
 
Platinum is currently selling for about US$1,070 per ounce. 
 
Under Section 189 of South Africa’s Labour Relations Act, termed the “retrenchments clause,” management must confer with labour in order to give an accounting of reasons behind any redundancies. An employer must prove there is a need to cut jobs, otherwise the matter lands in the courts. 
 
One successful intervention occurred at a Simmer & Jacks gold mine in Buffelsfontein in February. The junior miner sought to cull 500 jobs from a production staff of 5,000. But with the help of South Africa’s Commission for Conciliation, Mediation, and Arbitration, and full dialogue with trade unions, those cuts were reduced to five senior contract workers, with 65 other contract workers becoming permanent staff. 
 
In return, unions, led by the NUM, agreed to miners working one extra shift per month throughout 2009. 
 
In the gold mining sector last week, 4,000 NUM members at Pamodzi Gold went on strike at two mines over non-payment of wages. Miners at the Steyn mine in Free State and at a mine in East Rand began strike action on 6 March after receiving only 20% of their wages for February. 
 
It was the second time this year that Pamodzi faced a shut-down because of its financial outlook. In January, 2,000 miners stayed away from the Free State operation because water supplies had been cut due to unpaid bills. On 5 March, the company announced it was seeking to secure a bridge loan to pay its workers and creditors until its UK and German financiers came through with a loan.

South African Miners Hard Hit by Global Financial Crisis

A strike by 190 Turkish paperworkers, members of ICEM affiliate Tümka-İş, against Procter & Gamble is now 16 days old, with little progress made in recent negotiations. The wage dispute began 21 February at a factory in Gebze, just outside of Istanbul, where the American company manufactures paper towels, tissue, and hygiene products, including nappies. 
 
Strikers and supporters held a rally at plant gates on 26 February, where messages of support were read from a number of trade unions from around the world. The ICEM, which generated the support, also lodged a protest with Turkish management of the company. On the day of the manifestation, managers revised upward their wage offer, but not significantly. They also told leaders of Tümka-İş they were content to allow paper products once marketed from the Gebze plant to originate from expanded Procter & Gamble operations in Poland.

A prior two-year labour agreement expired on 31 August 2008. 
 
The wage revision proposal 11 days ago saw the company move its offer from no increase to 2% for the first six months, followed by three increases, separated in six-month segments, of two-thirds the rate of Turkish inflation. The union is seeking an 8% increase for the first six months, and revised its proposal for the remaining three periods to match Turkey’s inflation rate. 
 
Tümka-İş General President Kemal Yilmaz and Ergün Tavşanoğlu, a union Executive Committee member who is the central Tümka-İş leader at the Procter & Gamble plant, expressed gratitude to the family of ICEM trade unions in the Paper and Packaging sector who extended their support at the outset of the strike.

Little Progress Made to Resolve Two-Week Procter & Gamble Strike in Turkey

The Serbian union, EPS Trade Union, has made a stand for some 7,200 displaced Kosovo workers, who lost their jobs from state-run Electric Power Industry of Serbia (EPS) in 1999 due to war. Since then, unemployed workers have received 60% of median wages from the utility. 
 
But beginning in January, a government decree from the Ministry of Energy and Mining ordered that amount reduced to the minimum state-level wage, reneging on an agreement it had with the union in a 2008 EPS business plan. On 19 February, 5,000 of those workers showed up in freezing temperatures and a sleet storm in Gracanica and Priluzje to protest the cuts. EPS Trade Union President Milan Đorđević intervened to block the rollbacks, and the union has pledged to be vigilant in retaining the 60%.

Separately, EPS Trade Union has issued a five-day deadline for earnest negotiations to begin with the government over several issues involving the public utility’s mines and businesses. One of the chief demands is fulfilment of an agreement signed with the government on 23 October 2008 and another is dialogue on the 2009 business plan. 
 
Other demands include full consultation on several operational issues, as well as possible privatisation plans by EPS. 
 
The union will hold a press conference tomorrow in Belgrade to discuss the government’s failure in February to address the demands and will follow that up with a protest on Thursday, 12 March, in front of the Government of Serbia building in Serbia’s capital city.
