Condemnation of Belarus

14 December, 2000An ILO meeting has issued a statement noting the many violations of trade union rights in Belarus.

GENEVA: The 400 participants at the ILO European regional meeting representing governments, trade unions and employers of 43 nations called on the ILO director-general, Juan Somavía, "to take all necessary measures to ensure compliance by the state authorities of Belarus with the provisions of Conventions Nos. 87 and 98" on the right to organise and the right to collective bargaining.
Belarus employers and government bodies are using all means at their disposal to violate these ILO Conventions, even though they have been ratified by Belarus. Restrictive procedures hamper union registration, bank accounts are frozen, employer-controlled yellow unions are created in companies, and so on.
The meeting also stressed that the Belarus authorities were not interested in any attempts by the social partners to engage in dialogue on fundamental issues. It called on Belarus to resolve the current serious situation in a constructive manner so as to ensure full compliance with the provisions of Conventions 87 and 98 and trade union freedoms both at the legislative level and in practice.
